This handbook was developed on behalf of DOE’s Tribal Energy Program by Douglas MacCourt of Ater Wynne LLP. The concept for this handbook grew out of National Renewable Energy Laboratory (NREL) tribal energy workshops over the last few years. Tribes and Alaska Natives participating in the NREL workshops sought a guide that would explain some of the key business and development issues encountered by tribes in energy projects. It is offered as an accessible reference for those who are new to energy project development or seek a refresher on key development issues as they navigate the project development process.
